PHILADELPHIAPennoni, an employee-owned multidisciplinary engineering firm headquartered in Philadelphia, announced a planned leadership transition as David Pennoni, PE, chief operating officer, moves into a new role as senior vice president. Succeeding him as COO will be Brian Diehl, PE, who is currently regional vice president for Pennoni’s Southeast region.

David Pennoni moving into a new role marks the end of a meaningful chapter in Pennoni’s history. He has been deeply involved in the firm’s evolution for more than three decades. Throughout his career, David played a pivotal role in strengthening Pennoni’s operational framework, expanding into new markets and reinforcing the firm’s commitment to technical excellence and client service. His steady leadership helped deliver key projects, provide quality service, and guide strategic growth while preserving the values that have defined Pennoni for 60 years.

“Pennoni has always been about people: our colleagues, our clients, and the communities we serve. It has been an honor to help guide the firm through continued growth while preserving the values my father instilled from the very beginning. I have full confidence that Brian will continue to build on that foundation and lead Pennoni into its next chapter with integrity and strategic vision,” says Pennoni.

Brian Diehl brings extensive leadership and technical experience to the COO role. As regional vice president for the Southeast, he has overseen strategic growth initiatives and multidisciplinary operations while expanding Pennoni’s presence throughout Florida and the broader Southeast. His leadership is grounded in a deep understanding of client needs, a consistent focus on client service and leveraging his experience to deliver thoughtful, responsive solutions.

Brian specializes in designing and managing complex projects, with experience spanning site design, land development, and critical infrastructure systems. Throughout his career, he has managed large-scale government, commercial, athletic, residential, public transportation, industrial and land development projects.

“I am honored to be selected as the next chief operating officer of Pennoni and to continue building on the strong foundation established by Dave and the leadership team. Each month, Pennoni’s Employee Spotlight highlights the individuals who bring passion, expertise, and dedication to our work. This month (and this year) looks a little different.

As Pennoni celebrates its 60th anniversary, choosing just one employee to spotlight didn’t feel right. Because the truth is, this milestone belongs to every employee-owner who has helped shape who we are, where we’ve been and where we’re going next.

In 1966, C.R. “Chuck” Pennoni opened a one‑man office at 67th and Haverford Avenue in West Philadelphia. With a drafting table, determination, and a commitment to doing things the right way, Chuck laid the foundation for what would become Pennoni. His early work, from private clients like C&J Construction Company to public projects such as a Philadelphia Police Station at 20th and Pennsylvania Avenue, set the tone for a firm built on relationships, trust and technical excellence.

Sixty years later, that single desk has grown into a 100% employee‑owned firm of more than 1,400 professionals across 37 offices in 10 states and Washington, D.C. Our geographic footprint has expanded thoughtfully from the Mid‑Atlantic to New England, the Southeast, North Carolina, and the National Capital region, but our core values have remained the same.

The Common Thread: Our People

What truly defines Pennoni isn’t just where we work or the projects we deliver, it’s who delivers them. What makes Pennoni special is the pride our employees take in their work and in one another.

Many of our employee‑owners live in the very communities we serve. That connection brings an added level of care and accountability to every project. When you see firsthand how your work improves safety, mobility, and quality of life, the impact becomes personal and powerful.

This month, we’re featuring Marvin Ta, PE, PTOE, ENV SP, project engineer in Pennoni’s transportation division in Philadelphia, PA. With over six years of experience in traffic engineering, roadway safety, and multimodal transportation planning, he serves as the traffic engineer for Mechanicsburg Borough, PA—his hometown—where he provides ongoing technical support for mobility, traffic operations, and safety initiatives. At Pennoni, he plays a key role in delivering PennDOT’s Local Technical Assistance Program (LTAP) and PennDOT’s Municipal Resources (formerly PennDOT Connects). His work includes developing and updating course materials, conducting statewide engineering and traffic studies, and instructing traffic safety and operations courses to both PennDOT and local governments. Marvin regularly performs field evaluations, prepares technical memoranda, and advises municipal staff on traffic safety and operational challenges using federal and state guidance.


You play a key role supporting PennDOT’s Local Technical Assistance Program (LTAP), including developing and teaching training classes. For those unfamiliar, what is LTAP, and what makes this work especially meaningful to you?

The PennDOT LTAP program is one of 52 LTAP programs across the country (one in each state, Puerto Rico, and one regional center serving tribal communities) that helps municipalities improve roadway maintenance, traffic safety, and operations by sharing transportation knowledge and best practices. Through LTAP, we provide technical assistance, conduct engineering and traffic studies, and deliver hands-on training courses that equip local officials and public works staff with practical tools they can immediately apply in their communities. On average, the PennDOT LTAP training and technology transfer programs train and assist nearly 6,000 municipal employees per year in effective and efficient maintenance procedures, essential safety practices, and infrastructure management processes. Thanks to both PennDOT and FHWA funding, LTAP services are free to all PA local municipalities (which is not always the case across the other LTAP centers). Since 2006, Pennoni has served as the Traffic Engineer of Record for LTAP, responding to various traffic inquiries across the state, as well as being responsible for the development and delivery of the traffic-related half-day and full-day courses offered through the program. We recently successfully renewed our LTAP contract for another 5 years, a testament to our quality of work!

What makes this work meaningful to me is the direct impact at the local level. Many municipalities don’t have in-house traffic engineers, so when they’re facing speeding concerns, crash patterns, or pedestrian safety challenges, they rely on programs like LTAP for guidance. Whether I’m conducting a field visit, preparing a technical memo, or teaching a class, I know the goal is simple: help communities make informed decisions that improve safety and quality of life. Seeing recommendations turn into real improvements on roads in communities across Pennsylvania is incredibly rewarding. We do really cool large-scale projects across our company to help better our communities, but sometimes these local communities require more immediate assistance and implementation (for instance if a pedestrian was hit crossing the road the other day). LTAP provides that for them.

A major part of your work involves supporting municipalities through PennDOT Connects (this is now known as PennDOT Municipal Resources) and local planning efforts. What are some of the biggest challenges communities face today, and how do you help turn transportation goals into real-world improvements?

Many communities are balancing competing priorities — improving safety, supporting economic development, maintaining aging infrastructure, and creating more walkable and bikeable environments — all within limited budgets. There’s also growing awareness around vulnerable road users and the need for context-sensitive, community-focused solutions. Through PennDOT’s municipal resources, I work with district leadership, planning partners, and local governments to ensure transportation projects reflect those broader community goals. That might involve developing active transportation plans, safety action plans, or local road safety plans, supported by site assessments and public engagement. My role is often to bridge the gap between high-level vision and technical implementation. If a community wants safer routes to school or better bike access to a train station, we evaluate crash data, review design guidance, conduct field visits, and identify practical countermeasures. The goal is to move from “we want safer streets” to a clear, defensible path forward that aligns with state and federal guidance — and ultimately results in projects that make a measurable difference.

You were recently named MASITE Section Member of the Year — congratulations! What does this recognition mean to you, and how has your involvement with MASITE shaped your professional growth?

Thank you! MASITE (Mid-Atlantic Section of ITE) and ITE (Institute of Transportation Engineers) overall has been a major part of my professional journey, and being named Section Member of the Year in 2025 is both humbling and motivating. I have to credit my involvement to 2 mentors at Pennoni who also happen to be past presidents of the organization: Patrick Wright (2002) out of our Mechanicsburg office (who is also the project manager for both the PennDOT LTAP and PennDOT Municipal Resources projects) and Nelson Shaffer (1993). Coming out of school, you have so many options for professional societies as well as where in transportation you want to specialize, it can seem a little overwhelming. Both Patrick and Nelson immediately took me under their wing and got me connected with ITE urging me to join for the traffic engineering experience. I’ll never forget in 2020 Nelson messaging me and asking if I had some time to chat about how I can get more involved with ITE. Little did I realize how much that simple phone call would change my career trajectory. The more I got involved with ITE, the deeper I got in the traffic engineering world, basically cementing my path as a traffic engineer at Pennoni and even eventually obtaining my Professional Traffic Operations Engineer (PTOE) certification later down the road.

I unfortunately never really got the chance to thank Nelson for all that he’s done to support me, but he continues to motivate me every day as I continue my ITE involvement 6 years later and taking on more leadership roles such as Secretary of the Complete Streets Council, Co-Chair of the 2025 Conference, Co-Chair of the Safety Committee, and graduation from LeadershipITE in 2023. Nelson’s impact reaches far beyond me as ITE created the Nelson J. Shaffer Distinguished Consultant Award to honor his legacy!

You’ve been with Pennoni for 10 years. Looking back, what opportunities, mentorship, or experiences have had the biggest impact on your development?

My career at Pennoni started as an engineering co-op back in 2015, and I’ve been fortunate enough to do all of my co-op experiences with Pennoni as I transitioned to full-time. If I didn’t stress it enough from the previous question, at the end of the day just get involved. I attended a Drexel ASCE Student Chapter event as a college freshman back in 2014, which featured various panelists including from Pennoni. The rest is history. Fast forward to 2026, and here we are! The Drexel co-op experience was a tremendous part of my development allowing me to work on various projects within civil engineering that included bridge, highway, and site development in addition to traffic. I am happy to see Pennoni still be such an active participant in the program. With a little bit of patience, all of us have the opportunity to contribute to a co-op/intern’s experience and development here at Pennoni. In this fast-paced consultant world everyone is busy, but taking a small bit of time out of your busy day just to show that you care will have an everlasting impact. It certainly did for me!

I’ve met a lot of great mentors and friends along the way, but I would be remised not to mention my manager, Adam Melewsky, who I’ve been fortunate enough to have as a manager for the last 10 years. He ensured that I had a diverse co-op experience and was a big reason why I kept coming back. Also, all of those ITE opportunities and leadership experiences would not be possible without Adam’s support, and I truly am grateful to him for that.

As a Drexel University graduate and long-time Pennoni team member, how have your education and on-the-job experiences come together to shape the engineer you are today?

Drexel’s co-op model emphasized applying classroom theory to real-world challenges. Drexel has a top-notch engineering program as evidenced by the many graduates in our company, but you only get so much from the classroom experience, which is why their education program is supplemented by the co-op experience. You just don’t learn about PennDOT standards in the classroom or the difference between a state road vs. a local road and how that affects implementation, and what better way to tackle real-world challenges than going out in the field! Circling back to your initial question, this is where the LTAP experience was very critical to my traffic engineering career. My co-op experiences with Pennoni was so impactful that I actually wrote my senior research paper on traffic calming and how that can be used to address speed and volume issues at the local level (which again is not something you learn in the classroom). It ultimately went on to win the Undergraduate Student Paper Award funny enough during the 2019 Delaware Valley Engineer’s Week!

Regional realignment positions construction services division for long-term success

 

PHILADELPHIAPennoni, a multidisciplinary engineering firm headquartered in Philadelphia, announced today a strategic reorganization within its Construction Services operations, including the appointment of two new regional vice presidents. The updated structure is designed to support continued growth, enhance operational focus, and better serve clients across Pennoni’s expanding markets.

As part of this transition, the Construction Services region has been divided into two regions:

  • Construction Management, Construction Inspection, and Fabrication Inspection Services will be led by Megan Clayton, PE, regional vice president.
  • Geotechnical Engineering and Inspection & Testing Services will be led by Mike Padula, PE, regional vice president.

As you step into the role of President & CEO, what excites you most about leading Pennoni into its next chapter?

What excites me most is the opportunity to work closely with so many more great people at Pennoni. During my transition with Dave DeLizza, I was quickly reminded of the incredible talent and dedication within our team. My passion for engineering and construction continues to grow, and I am constantly amazed by the innovative solutions our team creates. This next chapter is about harnessing that collective expertise and creativity to drive Pennoni forward, building on our strong foundation and culture.

As we move forward it is about turning our collective strength into sustained impact. Practically, that means doubling down on people, while accelerating technology and innovation in the work we deliver. It means protecting and elevating our reputation through quality and client service, growing organically in the markets and services where we already excel, and—where it’s strategic—pursuing selective acquisitions that strengthen our services and broaden our reach. It also means keeping sustainability and resilience front and center, so our projects create long‑term value for clients and the communities we serve. These priorities: people, technology & innovation, organic growth, excellent reputation, will guide how we invest, how we collaborate, and how we lead in the years ahead.

You’ve worn many hats at Pennoni—from civil engineering to construction management and inspection to leading our Construction Services Region. How have those hands-on experiences shaped the leader you are today?

My first hands-on introduction to our work was in 1983 doing construction layout and land surveying. I quickly learned the importance of accuracy, checking our work, and teamwork. Early in my career, I worked in traffic engineering, civil and land development, construction inspection, materials testing, construction management, and even general contracting. All of these experiences helped shape me into what I am today. I had the opportunity to work with and observe many senior people who were highly regarded in the industry.

I learned to be organized, respectful, and to value reputation and quality. Understanding scope, schedule, and fee became second nature. Serving as an expert witness regarding the standard of care for inspection and testing services on what was, at the time, the largest settlement in the United States for a construction accident was a tremendous learning opportunity, with many lessons from that project.

Leading our construction services region through transformative change and significant growth while improving quality and profitability is one of my proudest accomplishments. We added service lines, obtained certifications, accreditations, and licenses. We significantly expanded our footprint and multiplied the size of our team, all while enhancing quality and driving profitability. We made key hires and focused on the long-term health and wellbeing of the company. Reputation remained our most important consideration, and we found that focusing on reputation made earning a profit and growing much easier.

Pennoni was founded by your father, Chuck Pennoni, who built the foundation we stand on today. What lessons from him (or from growing up around the business) have stayed with you most?

Growing up around Pennoni and watching my father build this company taught me lessons that have shaped every part of my career. His commitment to honesty, integrity, and service wasn’t just words—it was how he lives and led. He believed in treating people with respect, doing the right thing even when it’s hard, and always putting clients first. One thing he said was, “Be the job great or small, do it right or not at all.” I heard that at home and at work, and he meant it. These values became the foundation of Pennoni and remain at the heart of our firm today.

My father’s influence continues throughout the firm. We have a tremendous culture that he started and that so many long-tenured employees have carried forward. Dave DeLizza, my predecessor as President and CEO, is a prime example, starting as a college intern and stepping down 40 years later as CEO. That culture has guided our growth from a one-person structural engineering firm into a 1,400-person, 100% employee owned, multidisciplined engineering company. Our pillar of excellent reputation and core values of honesty, integrity, and service remain paramount. These lessons—hard work, perseverance, and surrounding yourself with great people—guide me as we continue to grow and innovate.

 

You’re deeply connected to engineering education, including serving on Drexel University’s Board of Trustees. Why is investing in the next generation of engineers so important to you?

This question touches me in many ways. I’m proud to continue my father’s legacy at Drexel University. He served twice as interim president and on the Board, giving so much to Drexel when it needed him most. He believed deeply in education, helping others, and leading by example – the values that guide me every day. Drexel is known for engineering, and we have many Drexel graduates at Pennoni; we continue to hire Drexel co‑ops and graduates. Serving on Drexel’s Board of Trustees allows me to support a community and a profession that have shaped my life and our company.

Supporting engineering is natural for me, it’s in my blood. As a kid, I stopped at construction sites, loved building things, was fascinated by construction equipment, and watched shows about major engineering and construction projects. Our profession improves communities, cleans the environment, strengthens commerce, creates jobs, drives the economy, and enhances quality of life and longevity. How can that not excite me? With a real shortage of engineers, investing in the next generation through education, mentorship, and opportunity is essential to ensure the talent, creativity, and ethical leadership needed to keep advancing our world.

For employees across the firm, what do you hope they feel and experience under your leadership and how can they expect to see that reflected in Pennoni’s culture moving forward?

Leadership transition reinforces Pennoni’s commitment to continuity, growth and legacy

 

PHILADELPHIAPennoni, a multidisciplinary, 100% employee-owned engineering firm headquartered in Philadelphia, announces a leadership transition as Dave DeLizza, PE, retires as president and chief executive officer. Effective January 2, Andrew Pennoni, PE, assumed the role of President and CEO, continuing the firm’s legacy of leadership, service and technical excellence during Pennoni’s 60th anniversary year.

DeLizza has led Pennoni through a period of significant growth and transformation, guiding the firm with a steady focus on people, performance, and purpose. Notably, Dave began his career at Pennoni as the firm’s first intern and rose through the ranks to become President and CEO, a testament to both his leadership and Pennoni’s commitment to developing talent from within. His leadership strengthened Pennoni’s culture, expanded its geographic footprint and service offerings, and positioned the firm for long-term success.

“It has been an honor to serve as Pennoni’s CEO and to work alongside such an exceptional group of professionals. This firm’s strength has always been its people, and I am incredibly proud of what we have accomplished together. Andrew brings deep industry knowledge, a strong understanding of our business, and a genuine commitment to Pennoni’s values. I am confident he will lead the firm forward with integrity and vision,” says DeLizza.

Andrew Pennoni, son of founder and Chairman of the Board Chuck Pennoni, brings extensive experience across engineering, construction, and inspection services. His background includes civil engineering, construction management, construction inspection, fabrication inspection, materials testing, surveying land development and public works infrastructure. Throughout his career, Andrew has been closely involved in project management, design, construction, quality assurance, contracts, and working with public agencies to help deliver complex infrastructure projects.

“I am grateful for the trust placed in me and deeply appreciative of Dave’s leadership and mentorship. Pennoni has a remarkable legacy built on technical excellence, strong relationships, and doing the right thing. As CEO, I look forward to building on that foundation, supporting our teams and continuing to serve our clients and communities with the same care and commitment that have defined this firm for 60 years,” said Andrew Pennoni.

As part of this leadership transition, Pennoni will also be announcing upcoming organizational updates within its Construction Services region, reflecting the firm’s continued growth and focus on aligning expertise with client needs. Additional details will be shared in the coming weeks.

This transition marks both a moment of gratitude and a look toward the future. Stacey McPeak Steps Down After 34 Years of Service; Kevin Sabol Promoted to CFO

 

PHILADELPHIAPennoni, a multidisciplinary engineering firm headquartered in Philadelphia, is proud to announce a leadership transition within its executive team. Stacey M. McPeak, CPA, vice president, treasurer, and chief financial officer, has stepped down as CFO and moved to part-time after 34 years of dedicated service to the firm. With this change in leadership, Kevin Sabol, CPA, currently Pennoni’s controller and senior corporate accountant, has been promoted to chief financial officer effective October 22, 2025.

Stacey joined Pennoni in 1991 after six years in public accounting and quickly became a cornerstone of the firm’s financial leadership. Throughout her tenure, she implemented and managed Pennoni’s financial reporting systems, providing management with timely and reliable information to guide sound business decisions. She also oversaw the administration of the company’s Employee Stock Ownership Plan (ESOP), managed banking relationships, negotiated credit lines, and ensured compliance with Federal Acquisition Regulations (FAR). Stacey earned both her BS in Accounting and MS in Taxation from Widener University and has played an instrumental role in shaping the financial strength and growth of the firm.

“It has been an honor to serve Pennoni for more than three decades and to work alongside such talented and dedicated professionals. I am incredibly proud of what we have accomplished together and confident in the leadership team’s ability to continue driving Pennoni’s success. Kevin has been a trusted colleague for many years, and I am excited to see him excel in this new role,” says McPeak.

Kevin Sabol has been with Pennoni for 21 years, contributing significantly to the firm’s financial operations and strategic planning. As controller and senior corporate accountant, Kevin has worked closely with Stacey and the executive team, ensuring smooth financial management and reporting. In his new role as CFO, Kevin will oversee all aspects of Pennoni’s financial operations and continue to strengthen the firm’s fiscal strategy.

“I am honored to step into the role of chief financial officer and grateful for the trust placed in me. Stacey has been a mentor and leader whose dedication has set a high standard. I look forward to building upon her legacy and supporting Pennoni’s continued growth and success,” says Sabol.

Pennoni also announced it has hired Lauren Donahue, CPA, as the new controller to support Kevin in his expanded role as CFO. She joins us from KPMG, where she spent more than eight years in audit, most recently serving as an audit senior manager.

This leadership transition reflects Pennoni’s commitment to strong governance, continuity, and investing in the growth of its people while preparing the firm for the future.

Hello everyone!

As we close out 2025, I want to extend my heartfelt thanks to all of you. This season reminds us of what it means to be part of a community—supporting one another, showing up, and working toward something bigger than ourselves.

This year, we continued to make a meaningful impact in the communities we serve—strengthening infrastructure, improving everyday life, and helping neighborhoods grow and thrive. Every role, every contribution, every effort matters. And I am grateful.

To our clients, thank you for your trust and partnership. To our staff, thank you for your dedication and expertise. And to your families and loved ones—thank you for the support that allows us to do this work. Your encouragement is deeply appreciated.
